1. BENJAMIN R. DE JESUS, JR. PhD. 

Dr. de Jesus is a graduate of the University of the Philippines in Diliman (PhD. in Botany, M.S. in Botany and B.S. Botany).  He specialized in Terrestrial Ecology. He is currently a Professor at the Environmental Science Program of the College of Science, UP Diliman. 

Dr. de Jesus had several years of work experience with the National Mapping and Resources Authority (NAMRIA) of the Department of Environment and Natural Resources (DENR) where he was its Chief Remote Sensing Technologist.  He attended training courses on remote sensing and GIS at the Asian Institute of Technology (Bangkok, Thailand) and BIOTROP (Bogor, Indonesia). He later became an independent environmental consultant doing EIA projects as Team Leader and Terrestrial Ecology specialist.  Such EIA projects included integrated cement production, light industrial estates, road infrastructures, tourism estates, and waterworks systems. He is an accredited EIA Professional (Team Leader). He also attended a certified ISO 14000 Series training conducted by ISO Switzerland and Bureau of Product Standards, DTI. 

Dr. de Jesus has also undertaken resources and ecological assessments of Manila Bay and Sorsogon Bay.  For Manila Bay, he also prepared its Coastal Resources Management Plan (CRMP).  For a limited engagement, Dr. de Jesus served as an Environmental Planning consultant for the Metropolitan Development Authority (MMDA).

2. RENE N. ROLLON PhD. 

Dr. Rollon is a graduate of Wageningen Agricultural University in the Netherlands (PhD. in Agriculture and Environmental Science and M.S. Environmental Science and Technology).  He also has an M.S. degree in Marine Biology and B.S. Fisheries from the University of the Philippines in Diliman.  He is currently a Professor at the Environmental Science Program of the College of Science, UP-Diliman. 

Dr. Rollon has attended training courses in water quality management, eco-technology, integrated management of wetland systems and restoration ecology.  He has also worked as an Environmental Consultant in: coastal resources assessment and restoration; seagrass and seaweed inventory; and stock assessments and ecology for several projects. 

Dr. Rollon is a prolific scientific writer who has published several articles in local and international journals.  His current researches focus on the ecology of seagrasses.  He is also a member of the EIA Review Committee of the Environmental Management Bureau, DENR.

3. EMMANUEL G. RAMOS, PhD.                      

Dr. Ramos is a graduate of the Indiana University, USA (PhD. in Geophysics with minor specialization in Environmental Science and M.S. in Geophysics)He finished his B.S. Geology at the University of the Philippines in Diliman. He is currently the Deputy Director of the Philippine Institute of Volcanology, DOST. In his consultancy projects, Dr. Ramos has undertaken several Environmental Risk Assessment Studies as an adjunct requirement in the EIAs of development projects such as cement plants, mining operations, geothermal plants, hydroelectric, and a large hydrocarbon pipeline project.  Additionally, he was the environmental geologist in the EIA preparation of several development projects in Aklan, Pampanga, Iligan City, Bohol, Cavite, Casiguran, Baguio City, Fort Bonifacio, Tarlac, Palawan, and Metro Manila.  He was also the geophysicist for landfill areas in Marikina and Quezon City. 

Dr. Ramos has authored and co-authored several scientific publications in his area of specialization in geology and environmental science.  He is an expert on digital processing in seismology; disaster management; geological resources assessment; satellite remote sensing and photo-geology; and landslide assessments. 

Dr. Ramos is a licensed Philippine geologist and member of the board of examiners for geology of the Philippine Regulation Commission.

4. MR. EMMANUEL I. ASTILLERO 

Mr. Astillero is a graduate of the University of the Philippines in Diliman (M.A. Environmental Planning and M.A. Business Administration).  He is currently pursuing his PhD. in Urban and Regional Planning at the same university.  He is also a Lecturer at the School of Urban and Regional Planning of UP - Diliman. 

Mr. Astillero was a former Senior Programme Officer for UNICEF for project development, fiscal management, external relations, and rehabilitation programs for Mozambique and Ethiopia.  Then he was assigned as UNICEF Senior Planning Consultant for East Asia and Pacific Region. 

Mr. Astillero has undertaken several projects as Development and Land Use Planning consultant for tourism estates, institutional development, and land use conversion projects.  As an Environmental Planner he was involved in forestry development and master development plans for local government units, resettlement areas, and agricultural areas. 

Mr. Astillero is a member of the EIA Review Committee of the Environmental Management Bureau, DENR acting as Team Leader for development projects covering science and technology parks; agro-industrial estates; petro-chemical industrial estates; sanitary landfills; residential subdivisions; freeports; theme parks; and mass transport systems.  

Mr. Astillero is a licensed Environmental Planner.

5. MS. MICHELLE S. GATAN 

Ms. Gatan is a licensed chemical engineer from University of Santo Tomas. Prior to joining BEMS, she worked as a technical product specialist for laboratory, field, and online instrumentation. She is currently taking up her Master’s degree in Environmental Engineering and Management in De La Salle University.

6. MR. EDGARDO G. LACSON

A graduate of De La Salle College, Taft, Manila, Mr. Lacson currently owns 8 companies and holds the position of President and Chairman of these companies which are engaged in coastal shipping, trading, real estate, information technology, food, and ship brokering. 

He is the chairman and one of the founders of AWARE, a foundation that provides free pre-departure orientation seminars to Filipino overseas workers.  He is the current president of the Employers Confederation of the Philippines (ECOP) and the immediate past president of the Philippine Chamber of Commerce and Industry (PCCI). 

He is an invited member of the Philippine technical committee of Nippon Kaiji Kyokai, an accredited organization of the International Class Societies. 

He is a past spokesperson of the Maritime Party, the political grouping of 32 maritime federations and a past direcor of the Philippine Seaferers Promotion Council.  He is a trustee of the Philippine Petroleum Sea Transport Association and a member of the Philippine Inter-island Shipping Association, a federation of all domestic ship owners. 

He was a squadron commander and held the rank of Captain in the Philippine Coast Guard Auxiliary, a non-governmental organization.  Mr. Lacson is also an adopted classmate of the Class ‘73 (Maagap) of the Philippine Military Academy and an honorary member of the Rotary Club - Diliman. 

Previously, he worked for Philippine National Oil Company (presently known as Petron Corporation) immediately after graduating in 1965 and prior to organizing his own business in 1979.  At PNOC, he was given various assignments and held the positions of Accountant, Analyst, Assistant Controller, Purchasing Manager, Budget Manager, and Financial Accounting Manager. 

Presently, Mr. Lacson has 4 grandchildren, 3 children, and a wife of 33 years, who owns and manages an export-oriented company.

7. MR. FERDINAND T. DIAZ 

Mr. Diaz brings to BEMS, Inc. his extensive experience in the oil industry in the fields of supply chain management, corporate planning, and finance, having been connected with Pilipinas Shell Petroleum Corporation for close to 19 years.  Prior to his retirement from Shell, Mr. Diaz served as Vice President for Supply – Philippines and was in charge of supply planning, crude and product acquisition/disposition, primary distribution, marine, and the marketing of specialty products.  On a concurrent capacity while in Shell, Mr. Diaz was also Director of First Philippine Industrial Corporation, a pipeline company, and Batangas Bay Carriers, Inc., a barging company. 

Mr. Diaz graduated from Ateneo de Manila University with a degree in Economics after which he undertook further post-graduate studies in management and industrial economics.  He obtained his Master’s degree in Urban and Regional Economics from the University of Edinburgh in the United Kingdom.

8. MR. FEDERICO A. ACOSTA 

He left Shell in 1997, and together with 3 office mates and a strategic partner, formed Safe Seas Shipping Agency, Inc. which serves exclusively all foreign and domestic ships of Shell. 

Safe Seas bought substantial shares of Cattleya Manning, Inc., a crewing company, and Mr. Acosta assumed the position of President. 

He is married with 2 children and is an active member of the Couples for Christ.
